ALERT- New Proposed Regulations Affect All Affiliated Homeschoolers
State Board of Education and Early Development Meetings: March 26 - 28

Dear Homeschoolers and Homeschool Supporters:

The Department of Education and Early Development (DEED) has proposed new correspondence program regulations that affect all homeschoolers enrolled in all public school programs (statewide & in-district)!

Legislation Information Offices (LIO's) Will Open Daily

Eric Fry (with the DEED) has requested that all LIO's open and that rooms be made available for homeschoolers who would like to listen whenever correspondence programs may be discussed by the AK BoEED. See agenda link below. AHEA has confirmed with the LIOs in Seward, Kodiak, Homer, Mat-Su, Fairbanks and Anchorage that they do plan to have a meeting room available for you. Please call other LIOs if you hope to attend. See LIO listing below.

All LIOs are scheduled to be online for the following:

Wednesday, 3/26 @ 2:00 p.m. to approx. 4:30 p.m. - regulation work session

Thursday, 3/27 @ 10:00 a.m. - 11:00 a.m.
- regulations business meeting

Only Anchorage LIO on Thursday, 3/27 @ 2:00 p.m. - 3:00 p.m. -
for commissioner's report and board comments

Friday 2/28 @ 8:00 a.m. - 9:00 a.m.
for public comment

While we at Alaska Home Educator’s Alliance (AHEA) are still reviewing these regulations; here’s what we know…

Fund Accounts - There are two options for increased spending on music, art and PE for statewide correspondence programs. One is tied to a student's proficiency in reading, writing and math and the other requires a district policy. Both of these options reduce the allowable spending for most in-district programs.

  • The new proposed regulations would cap the amount allowable for art, music and PE at 25% of base student funding, which is an increase for statewide programs and a limitation for in-district programs.

  • The new proposed regulations would put the same burdensome regulations on in-district programs as are currently on statewide programs for exercise passes; testing; and would institute audits for in-district programs for compliance with all other regulations.

Please check www.AHEAnow.org tonight and tomorrow as we add more information. The State Board will be asked to send these regulations out for public comment this Friday. If time allows, we hope to have prepared statements for changes to the proposed regulations.
